SURPLUS OF TWO MILLION OVER LAST YEAR'S ESTIMATES.

That there was a surplus of two million dollars overestimated. expenditure in 1925 was revealed at a meeting of the Legislative Council, yesterday. This made 4° balance which had only been exceeded three times during the past ten years.

Moving the first reading of a Bill to amend, the Ordinance' re lating to wireleas telegraphy the Hop Attorney General said the Government was considering a licence fee of $5 on all wireless receiving sets.

This had not been decided, and it was pointed out that in the event of arrangements being made for broadcasting in the Colony the licence fee may have to be in- creased.

Dr. Koch raised the question of the fees payable by patients in the Peak Hospital, being reduced to the level of those of other Govern ment hospitals.

The appointment of another fully qualified marine surveyor was also sanctioned by the Finance Committee.

Restaurant Licences. The Hon. Colonial Secretary moved the following resolution:

In the second place the Bill made it clear that the law allowed electricity to be used as motive power on the tramway. It also provided for an increase in the maximum fines for various offences. At present some were much too small. For example the fine for trespass on the track was only ten dollars and the maximum fine for an action endangering the lives of persons travelling was only $25.

These maximum fines were now being increased. In the fourth place the Bill proposed to do away with the anomalous rule that rules and bye-laws do not come into operation until a month after their appearance in the Gazette.

As a general rule bye-laws- published in the Gazette came into operation at once and there was no reason why that rule shuld not apply in this case.

The Hon. Attorney General moved the first reading of a Bill intituled an Ordinance to amend the law relating to wireless telé- graphy and said the main object of the Bill was simple. It was o make it necessary for receiving. sets to be licensed.
