COMMITTEE'S REPORT ADOPTED BY SANITARY BOARD.

A meeting of the Sanitary Board was held yesterday afternoon, Mr. N. L. Smith presiding. Other members present:were Dr. A. G. M. Sovern, the Hon. Dr. W. V. 31. Koch, Dr. J. G. Macgown, Dr. S. W. T'so, Mr. Wong Kwong-tin, Col. Boylan Smith, Dr. S. C. Hb, and Mr. R.. A D. Forrest (secretary).

The report of the Committee on refuse destruction was laid upon the table by the chairman.

Dr. Koch asked if it would be submitted to the Government.

The Chairman said it would be submitted after it was adoptel. All reports to the Board which were adopted were submitted in full to the Government.

Mr. Wong, Kwong-tin proposed the adoption of the report and Dr. S. C. Ho seconded and it was unanimously adopted;

The Report.

The report follows: "We were appointed at a meet- ing of the Board on May 15 to enquire into and report on the question of Refuse Destruction and the possibility of its adoption In Hongkong. We met on June 8 and 10 and July 5 and examined a number of witnesses whose state- ments we attach hereto.

On a question of capital and re- eurrent cost we find ourselves unable to give any reliable finding. The figures which were obtained from Singapore, Penang and Kuala Lumpur in 1921 are so divergent na to form no useful basis for an estimute,"

On the single question of the cost of fuel required we found an astonishing diversity of opinion. Mr. Perkins in 1921 gave his opinion that the local refuse would require 30 p.. of its weight is fuel to burn it. This if it means firewood at $25 a ton would mean an annual expenditure of $750,000 on fuel alone.

The Cost of Coal.

If it means coal at even $10 a ton it would mean an annual ex- penditure of $300,000.. One wit ness gave his opinion that Hong-

Longer Hauls. From another point of view the Bituation of the geographical Colony makes the present barging system quicker than any alterna- tive system could be, as the hauls through the street are at present short. With a sufficient supply.of woll-covered refuse lorries, how- ever, we consider that the longar. hauls through the streets to in incinerator need not necessarily cause any offence.

In Kowloon centrally placed incinerator would appear to neces sitate very little change in the existing system of refuse colle?- tion, though the question of the. disposal of the residue (a third of the original bulk of refuse) would need to be carefully thought out if the distance from the sea were considerable.

that burned in a West Indian Colony where, from his personal experience, it is very excentional to have to use,any fuel at all.

Another witness told us that the Kuala Lumpur refuse requires no fuel to bury it and appears similar to Hongkong réfuse: Another witness with many years experiencent Hongkong refuse told us that Chinese kitchen réfuse is very moist and that all the com- Bustible material is extracted be- fore it is thrown on the dust cart. We therefore recommend that the first preliminary would be for the Government to make a series of tests to determine the calorific properties of the local refuse as an important factor in determin- ing the expense involved.

Chief Considerations. The present total cost of refuse renoval is about $65,000 per annum, i.e. 58 cents, per ton. Apart from the question of expense. the chief desiderata in refuse disposal appears, to us, to be (a) that it should be quick and (b) that it should be thorough. This affects not only the amenities of life but also, to some extent, the avoidance of disease.

From the point of view of "thoroughness of disposal incinera

tion must be superior to dumping at sea, as, however well chosen the dumping area, there will always be the risk of some portion of the rofuse being washed ashore.

Such a system is said to be at Osaka for the disposal of part of its refuse, but it is to be supposed that there are insuperable objec- tions to dumping the refuse at sea.

We have not considered it with in the scope of the present enquiry to go deeply into the question of utilising incinerators for produc- ing power, as this is purely an' en- gineering problem which is inti- mately connected with the ques- tion of the calorific properties of the local refuse to which reference has already been made.

Pumping Sea Water.

If it is an economical possibility we would favour the suggestion to use such power for the purpose of pumping sea water to a level from which it could be used for various purposes so that the supply of the reservoir water. could be cor- respondingly conserved.

Apart from the question of disposal with which we have already dealt and in which the present system is in our opinion to a certain extent deficient wa would revert to the question of thoroughness of disposal in which respect the present system would appear at first sight to be an greatly inferior to Incineration.

This resolves itself into the question of how far the present dumping at sen finally disposes of We were given the refuse.

small per centage of the refuse can float and that the dumping ground-has-been- selected after a series of elaborató tests with floats which seemed to prove that it would be almost im possible for any considerable amount of refuse to drift ashore except at the eastern beach of Cheung Chau and a few parts of Lantao Island.

Incinerator Efficiency, "We were also told that the dumping system might be wrongly, blamed for refuse washed ashore' which has been thrown overboard from ocean going ships on leaving the harbour limits.

As the whole question of in- cineration must to a great extent depend on this important point we would suggest that the Govern merit should verify the conclusions said to have been previously arrived at by a further series of careful tests with numbered floats at all states of the tide both at the. present dumping ground and at any alternative site which might appear likely to be a better one.

We take this opportunity of giving our opinion that it is im portant that the Colony should have u more efficient incinératur than the existing one at. Kennedy. Town for a variety of purposes. whether or not the Colony's refuse in future is to be wholly or partly incinerated.
