One thing is quite clear to me. We cannot afford to act again as we did when we were last in office. If we accept office again without a clear majority we must be pre- pared to accept also the natural. limitations of "such a position. There were two courses open, to us then either to refuss office, or to accept office with all its ham pering limitations. There AWLA V much to be said then in'favour of each of these' possible courses. The party decided to take office, but it never fully and generally accepted- the limitations. If it had done otherwise, the Labour Government. would probably have been in office to-day, and would have had a goo record of constructive legislation to. Its credit."

If a Government has not a majo rity of its own party, it must rely for support on some other party. or group. That may be humiliat ing; but the alternative is not. to take office in such circumstances, Let the Labour party frankly face that issue.

Minority Entitled to Some Consideration.

If a minority "keeps a Govern- ment in office, that minority is en- titled to some consideration. A Labour Government without a ma-) jority of its own cannot expect to go beyond the common measure of the agreement on legislation be tween the constituent bodies which keep it in office. Let those In the Labour party who would agree that Labour should take office without its own majority face that question too.

Those who maintain that Labour should not take office without its own majority are not concerned with the problem of a Labour Government in different circum-- stances. The question those peo- ple have to answer is whether they are prepared to leave reaction in power until Labour has a ma jority of at least ninety over all other parties combined.

Parliamentary co-operation is one thing. Electoral arrangements are something quite different. Those who wrap their cloaks around themselves for fear of defilement at the very mention of Parliament- ary co-operation not only entirely misunderstand the meaning of political independence, but mant fest a complete ignorance of prob lems which every Sociallat party In Europe has had to face, as soon as it became a Parliamentary power.

A party which is small and with- out much power must guard ite independence rigidly, even almost to the point of isolation. But it la different with a powerful party, It can afford to do things a small party cannot, without any risk of weakening its independence,

In some countries the Socialists have met the situation in such cir cumstances by forming a purely So cialist Administration, depending on the support of some other party. In other countrice. they have join- ed coalition. Governments. In others, as in France, where the party is numerically weak but sur- ficiently strong to be an influence, they have agreed to support the Government of another party.
