British Objections. To this proposal the British de legation, at this mecting and at the meeting of Wednesday, the BRITISH OFFICIAL REPORTS. 21st July, pointed out, inter alia,
the following objections;---
(a) The lapse of time since the occurrence of the inciden: to be enquired into would make the enquiry of no value, owing to the inevit. able decay in the value of humas testimony ovent recedes into the past, the difficulty of tracing it neages, and the difficulty of securing the attendance of witnesses, many being scat- tered and many being of non-British nationaïlty. Sóme of these considera- ilons would apply with far less force, not at all, to the Chinese care, (b) It might be difficult to secure the ao-operation of other Powers who would be litercated or involved.
They show that the British delc-, gation rejected in emphatic terma the suggestion that strikers be paid compensation. The delegates pointed out objections to a com- mission of enquiry into the Shakeë. incident after such a long interval, and indicated the good will of Hongkong in proposing a loan for further railway construction and the development of Whumpon. The gure the, delegates had lu mind was $10,000,000.
Following is the text of the Bri- tish reports issued;
"The conference for the settle- ment of Chinese-British disputes In the Liang-Kuang resumed its sit- tings on Monday, the 19th July, when the British delegation co- plied to the statement of the Chin- ese delegation, on the origin of the anti-British boycott. The Confer- enge adjourned until Wednesday, the 21st July...
The conferened resumed its sit- tings on Wednesday, the 21st July, as arranged.
Compensation Proposals.
The Chinese deltation replied to the statement made by the Bri- tish delegation at the meeting of the 19th July, and then proceeded to make two alternative proposals for the settlement of the boycolt. One was the appointment of an international commission of quiry to determine the question of responsibility for the Shakee inci- dent of the 23rd June, 1925. The alternative proposal was 'that, the financial burden which the settle. ment of the boycott would entail

(c) The proposal would cause
great delay, possibly of year, and it offers no im mediate solution of the boy cott, but, at best, a long deferred solution.
(d) The members of the com- mission of enquiry, though eminently fitted to ascertain facts if any.reliable and complete body of testimony could be placed before them, might not be equally fitted to assume the unlimited duty of making "reccmmer- dations for the complete" and final settlement" of the boycott, and could not be placed in full possessor of all the political and econo- mic considerations which might be involved. Put very shortly, the chief ob jections were (1) the impossibility of a satisfactory enquiry at this late date, and (2) the fact that the proposal would defer the soln- tion of the boycott, for many months.
