Shanghai, July 19. Internet in the rendition of the Mixed Court to increasing, but the public is somewhat confused owing Le contradictory statements issued, and the foreign papers apparently differ considerably as regards what Lad occurred...

A prominent foreigner writing in the North-China Daily News emphasises that rendition of the Mixed Court must come some time;

but states that very few people conversant with the administra Lion of Chinese justice consider the time ripe for such a step. He asks, what guarantee have we that judgeships and other offices of potential profit won't be brazenly hawked to the largest purse, as in the past?,

Does the reported agreement between the Consular Body und the Kiangsu Provincial Govern ment give accurately the terms agreed upon betiyeen them, or is it a complete fabrication?

Has this or a similar document been sent to the Diplomatic Body for approval? Will the interested parties, including the public, have an opportunity of expressing their views to the Diplomatic and Con- sular Bodies.before a final agree- ment be reached?

The North-China in a leader, re- plying thereto, asserts that nothing definite has yet been concluded, and also states that the Consular Body is ready to receive lawyers at any time to hear their views.

The article' concludes by alat- ing that evidently there is a' con- certed effort in some quarters to work up a sure for which there is no foundation-Bruter.

London, July 19. The Medical Resourch Council has published a pamphlet by. Sir Leonard Rogers on the effect of the climate of India on small-pox, in which he shows the disease is gen- orally more prevalent in dry sen. sona or low rainfall areas, and concludes that by watching the ab solute humidity in India and pos sibly other tropical continental countries at the season when ther normally average about 0.700 to 9.800, about four fifths of the smallpox epidemics can be "fore seen two to three months ahead, in time to enable public health au thorities, to lasue warnings did take the
