very little public opinion against gambling. The first step, then, is to create that pubile opinion. It is a common-place. In morals, and one that every page of history proves to be ue, that the first step in all reform is the creation of a healthy public opinion. If we could so educate the public can science that to take money without rendering some corresponding service to the cominunity would be recognised as an anti-social, and therefore an immoral, act there would still be gamblers, just as there are now thieves, drunkards, and murderers, but the battle would, for all practical purposes,
be won.

To thx betting would tend to produce exactly the oppositu effect. The statement, so fre quently made by the chairman of the recent Commission, that "bet- ting is not illegal," is not, so much true (or false) as meaningless. Betting at present is neither legal nor illegal, for the simple reason that the law refuses to recognise It at all. It is in exactly the same position as any other private vice, of which, the law takes no cognis ance till some added circumstance makes it a public. nuisance.
"Neither Legal Nor Illegal." Thus drunkenness is neither legal nor illegal. You cannot. be arrested for being drunk, unless the offence is complicated by dis-i order, being in charge of a vehicle, being on licensed premises, etc. But a contract to make a man drunk would not be enforceable by law. Fornication is a vice..but it is not legal crime. No woman can be arrested for being a pros-. titute unless she can be proved to have accosted to the annoyance of passersby, or caused obstruc- tion, or kept a disorderly house. But she cannot sue for her earn- ings. So gambling is a vice; it is not a crime unless complicated by some other circumstance. But a betting man cannot sue for his winninga
or be sued for his losses. It will be quite impossible to maintain this position with re- gard to betting when it is taxed. What the 'Government recognises,
