Dr. J. H. Gray, representative of the National Amateur Athletic Association In China, who did mast. of the organizing in 1921 of.. Chinese teams for the Far Eastern Olympic Competition, arrived in Shanghai a little while ago after. several months travelling in various parts of China. Dr. Gray ị who is also on the Board of Physical Directors of the Y.M.C.A. and a member of the Council on Public Health is assuming the duties of Director of the Public Health Council during the absence of the present director, Dr. W. On his travels up the coast of China from Canton and Interior far as Changsha in Huhan, Dr. Gray spake most enthusiastically when Interviewed. He found through- out the principal. cities visited work going on consistently along the lines of civic improvement, he sid. and this work in most cases had a direct bearing upon the development of public health in the country. It is an intangible movement which cannot be attri buted to any single, factor Dr. Gray declarede but rather to the crystallizing of public opinion as to what must be done in civic improvement.
Water for Amoy.
Beginning at Canton, visited in March, he pointed out that in spite of the turmoil existing as yjewod from numerous angles, the Government has had time, and energy enough to "promote and
; carry through successfully vaccination campaign in which $5,000 persons were vaccinated, At Swatow, where a stiff boycott presupposes the ascendency of the Red star," the principal road in the place, Kailat Rond, had just been broadened to 80 feet as al sign of civic improvement; Amoy, which has the reputation and' lives up to it, of being the dirtiest apat in the world, ia installing. a $1,000,000 plant for a modern filtered water supply, the enter prise being entirely sponsored by Chinese. In this connection Dr. Gray explained that Amoy has become the home of a number of) South Sea retired millionaire mer- chants who are backing the under taking. The Municipality has given the franchise, and is asking. in return merely that sufficient water for extinguishing firea and use of the fire brigade be included in the scheme when completed.
At Focchow, where some of the most radical of student activities. are to be found, namely ther organization known as the "Blood" and Iron" a systematic health campaign has just been sponsored by the students, under the co- operation, of the local Y.M.G.A. and the Public Health Council.
In Changsha some ten miles of roadways have been broadened and merchants whose property is thereby encroached upon are will- ing to sustain the loss, so general. is the awakened sense of civic development.
The New Movements.
Dr. Gray listed the new move- ments as follows; 1st, lighted: citics have become generally accepted; 2nd, broadening of streets goes of rapidly; 3rd, water modern supply systems are being. asked for along with proper dis- posal of sewage and street cleari ing and 4th, health education. along the fundamental lines of disease prevention is widespread.
Of special interest is the work among which Dr., Gray noted athletic groups in the various pro- vinces. His visit to Canton was, made primarily on behalf of the 'Athletic Association which to hold a spring meet
