It does, as a matter of fact, claim completo independence under a charter of Charlemagne, but that document is, alas, a forgery, and the tiny republic has really two overlords, France and the Bishop of Urgel in Spain, a fact duly re- cognised by its only taxes, 960 francs a year to France and 460 pesetas to the Bishop, a total of, say, 420 This joint rulership.
