ECONOMY BILL.
SAVINGS OF 8 TO 10 MILLIONS.
Το the general public the Economy Bill just passed by the House of Commons will be in- intelligible says the Times in that it consists largely of amondment of sections of previous enactments dealing with a variety of subjects. The Government have according- ly issued simultaneously White Paper which explains the clauses of the Bill, as well as a roport by the Government! Actuary analysing thoso clauses which concern the National Health Insurance system.

The sections of the Bill which affect the most direct saving are those which roduce the State con- tribution to health insurance and In unemployment insurance. regard to health insurance the existing contribution of two- ninths of the sum axpended in benefit and administration is ro- duced to ono-Boventh in the case of women, in view of the fact that the prosont financial basis of the scheme is more than sufficient to provide the existing rate of benefit. The accumulated re- serves of the approved societies amounting to £5,000,000 are not to be touched. The annual sav. ing to the Exchequer is put at €2,800,000. It is proposed to transfer to the Exchequer £1,100,-) 000 out of the one and a half milf lion surplus of the Navy, Army, und Air Force insuranco Fund. In return additional benefits are to be allowed for members of the fund which are at present barred by statuto,
"The amount of the Exchequer contribution to unemployment insurance is to be reduced from" 6. to 6d. per week in view of steadily decreasing rate of un-) employment. "Under Act passed last year it had been intended to increase the State contribution, as from April, from 67d. to 8d. a week and in some cases 9d.. but the reduction to Gd. is held to be justified by the fact that the num- ber of unemployed is now 300.000) loss than was expected.
An annual saving of a quarter) of a million, which is shared be twaon the Exchequer and the local authorities, is expected from the decision to suppress the spring registor of Parliamentary voters. The qualifying period for. inclusion in the list is to be re- duced from six months to three months.
The greater part of the rest, of the Bill is concerned with fees. At present bankruptcy fees show i deficit which has to be met out of the Exchequer. Companies winding-up fees show a surplus which cannot under the existing law be paid over to the Exchequer. The two funds are to be amalga- mated, so that the surplus on the one will absorb the deficit on the other, and any resulting surplus. will be paid over to the Ex- спедист. As 4 consequence there can be an immediate trans- fer to the Exchequer of £350,000 and an annual payment estimat- ed at from £40,000 to £50,000. It
is hoped to raise about a quarter of a million by using postmarks, for commercial advertising, as is! done with the books of postage stamps.
The savings to be affected by the Bill are estimated at from £8,310,100 to £10,160,000 in 1926. 27 and from £7,030,000 to £8,880,- 000 in 1927-28,
CONVENT'S BAD BARGAIN,
GUTENBERG BIBLE SOLD TOO CHEAP.
Vienna, March 10-In con- Bequence of financial difficulties, the famous Convent at Molk, in Nether Austria, which has one of the finest libraries in this country (70,000 volumes), has been obliged to sell one of its most valuable possessions, an old Bible of the fifteenth century, printed by Gutenberg, to American pur chasers.. The convent has to maintain an expensive lyceum,| and could no longer make ends meet. The monks received some £9,000 from the Americans, who, however,.sold the Bible in Now York by auction for more than £22,000. The convent is very dis-[ appointed at having mudo so bad a bargain. another! Gutonborg Bible, one of the first copies printed by the inventor, which is declared to be in the best and most complete state of of all those Bibles still in ox- istonco. A third Gutenberg: Bible was owned by the Convent of St. Paul, near Klagenfurt, int Carinthia, but was sold abroad for similar reasons.
