COAL OWNERS' PROPOSALS

REJECTED.

London, April 8.

It is understood that the Execu- tive of the Miners' Federation has decided to reject the coal-owners proposals, and also recommend a special conference of the minora' delegates to-morrow; to refuse the suggestions of district settlements and wage réductions.--Reuter.

COUNSELS OF MODERATION.

Rugby, April 8.

Con-

There has been some develop-| ment of the coal situation to-day. As a preliminary to the national, conference of Miners' Delegates which is to be held to-morrow, the Executive of the Miners' Federa- tion met the Industrial Committee of the Trade Union Congress in, which all trades unions are repres Rented. There was much frank discusalon at this meeting. Al- though-the committee of the Trades Union Congress is merely advisory), It must necessarily have a siderable influence on the attitude of the miners. It was, therefore, not without significance that the Committee of the Trades, Unip Congress counselled the Miners' Executive against any "precipitate or spectacular action. It empha sised that the rejection of the Coal Commission's report or a mere dë-i elre to pick and choose what should be accepted and what should be rejected, would only tend to prejudice the miners' public.opinion.

The Miners' Executive, upon leaving the Trades Union Congress. committee, considered, at their

offices the policy to adopt. It was afterwards announced by Mr. Cock, the General Secretary, that the Executive had reached a decision which would be communicated to the Miners' National Conference to-morrow. The nature of this de- clelon was not stated. Well-in- formed Labour correspondents, however, understand that the Exe cutive is proceeding with caution and will give a lead to the Miners' conference which will leave thi door as wide open as possible.

The issues before the Conference will be wages and re-organisation. 'The coalowners' proposals on these
