Shelters for Refugees. Simultaneously an appeal was made on behalf of the civiliani who were living in the war ares und who are now destitute. The magistrates of the striken districts have been ordered to hire coolies to erect matsheds which must aerve temporarily to shelter the refugees. Officers of the Kuominebun have promised to send soldiers to erect permanent houses when warmer weather makes such work feasible. Wounded civilians are being cared for by the Chinese Red Cross, and the Government has been asked to give $300,000 for relief work. Con- sidering the wretched state of finances of the present administra- tion it is not likely that any auch gum will be available for philan thropic works,

Menace of Chihli Prisoners. The Chamber of Commerce Is. also pondering the menace of having 5,000 Chihli prisoners quar tered within the city walls at the Temple of Heaven and Temple of Agriculture grounds. It has been found necessary to open two new emergency hospitals to care for the wounded among these prisoners, but the able bodied are
