Washington, December 13. The annual report of the Secretary of the Navy, Mr. Curtis Wilbur, draws attention to the excellent discipline of the fleet, in which the net desertions were under one thousand in 1925 as com- pared with 3,500 in 1923, while re-enlistments have increased to seventy-two per cent. Except for a serious shortage in line officers there is an adequate number of commissioned officers.
Six river gunboats for Chinese service are to be laid down in 1926. The remarkable success demonstrated with the electric drive on battleships has led to its successful adoption in the submarine, and is a step towards obtaining more reliable, more flexible and more economical submarine propulsion. The fleet manoeuvres in the neighbourhood of the Hawaiian islands afforded a proof of the com- bined utility of aircraft, submarines and surface vessels.. The opera- tions of the aircraft carrier Langley served to emphasise the need of these vessels.-Reuter.

THE DISARMAMENT CONFERENCE.
Geneva, December 13.
The Preparatory Committee for the Disarmament Conference is fixed to meet at Geneva on February 15. Questions to be sub- mitted to it are approved, including the question by Lord Cecil in regard to the nature of international supervision to be established, if possible, in order to ensure countries keeping within the limits of the scale of armaments fixed for them. The Council agreed that the committee be composed of M. Colban, M. Guani and M. Veverka, who will undertake forthwith a preliminary investigation with a view to drafting convention for the control of the private manufacture of arms and munitions and implements of war, which will serve as a basis for discussion, at the International Conference-Reuter.
