Tokyo, Dec. 3.-The Government has appointed Mr. Tatsuichiro Funatsu, a Chinese expert attached to the Foreign Office, as special commissioner, with instructions to visit China immediately and to interview the Chinese leaders in all parts of China, and thereafter to report to Japan on the exact Chinese situation.
