DOMINION AID TO THE MOTHERLAND.

London, December 1. In an article in Brassey's Annual Admiral Jellicoe calls the atten- tion of the people, of the Empire to the urgent need of co-operation, firstly in deciding, and secondly in carrying qut the naval policy. He says that heavy taxation, the serious decrease in trade and the main; tenance of numerous unemployed has very seriously crippled the finanens of the Motherland, and there is little doubt, if more help is not forthcoming from the Dominions that the navy will slowly but Burely become inadequate for its work.

He appeals to the Dominions to face the situation and to assist the Motherland, each portion of the Empire sharing the burden pro- portionate to its ponulation. Admiral Jellene, assuming that is the next few years £69,000,000 annually will be needed for the Imperial navy, suggests that Australia, New Zealand, Canada and South Africa's white population shall contribute in kind, at the rate of seven-, teen shillings per head. Australin :£4,800,000, New Zealand £350,000, Canata £7,200,000, South Africa £850,000 and India £360,000.— Reuter

THE TREATY OF LOCARNO,

London, December 1.

A large crowd, Banked by battery of photographers, gathered at Downing Streat to witness the arrival of the delegates to sign, in the golden reception room at the Foreign Office, the treaty of mutual guarantee which bears the official title of the Locarno Pact. There was a rush when the Germans arrived and some raising of hats but no other demonstration.

The diplomatic representatives of the signatory Powers, the British Ambassadors at Paris, Berlin and Brussels, members of the Casinet and High Cemmissioners of the Dominions were decorded. seats at the ceremony which was einematographed. The signing of the historic Pact began at 11.25 and was completed at 11.38.

The Delegates signed in alphabetical order hence Germany signed Arat. The speeches were made in French. Besides the Treaty of Lovurno signatures were ano affixed to the arbitration treaties and conventions which were initiated at Locarno-Renter.

THE COTTON INDUSTRY.

London, December 1.

The Government of India's decision to suspend the cotton axelso duty is much regretted in Lancashire.. Indian manufacturers now have protection to the extent of eleven per.cent. which is the present Import duty, Lancashire members of the House of Common declare that the suspension of the excise is a serious blow to the Lancashire cotton industry which works on a very fine margin.--Reuter.
