Some of them have died, most of them have gone back to Eng land, Scotland, Ireland, America- wherever it was they came from. And their interest—what of that? Hongkong can mean but little to them; it was but an abiding placo for a short while. The question is whether that sort of thing can] over be changed, whether Hong- kong is not climatically unfitted for the settling down of white peo- pic. The answer to that question gives one the key to a proper under- -standing of the form and system of local government. It's not a bit of use pleading and crying out for constitutional reform for Europeans when the majority of these Euro- pens don't care "two houts," and it's much better having a sys- tem of official administration which is blessed with continuity of aim and outlook.

It is almost entirely due to the efficiency and industry of our off- cial administration that Sir Mat- thew Nuthan can see such a change after 20 years, and the various De |partments, rull at them though we are often compelled, to go steadily on building up, enlarging, improv ing and administering.
