RACES IN HEAVY WEATHER.

Saturday proved heavy day and boats with weatherly qualities showed up to advantage in the se- cond of the series of R. H. K. Y. C. championship races. In the mor~ ning the wind force was between four and five and at the time the race started it was force four, about 20 miles an hour. It gradually slackened as the afternoon wore on, but was probably not less than force: three at the end of the ruce.
The course was from the Club up to Quarry Bay, thence to Channel Rocks, Club line, Channel Recka, Kowloon Rock and Club line-a dis- tance of 8.33 miles. The beat up to Quarry Bay was a heavy one and provided good sport. Apart from the beat back to Channel Rocks
from the Club, the rest of the course was with a fair wind.
In the Handicap class Diana re- velled in her own weather and finished first of her class and scored her first win of the new season She was closely followed in by Rolla, who failed to save her time on
Dorothea was not quite in trim and. Colleen and had to take third place. getting out of hand through what appeared to be a rudder defection at the Club mark line, nearly ram- med Ailsa and gave up.
Heyward Hays.
Gladys of the Heyward Hays sailed a good race. She was mak ing up time all the way round and eventually beat Sealark by exactly 10 seconds. The finish of the Hey- ward Hays was remarkably fine and showed how well they sail as a one design class off the veratch mark. Of the six boats sailing, five finish- Sealark ed within 40 seconds. returned to her form of yesteryear and took second place, with Adanac a consistent third.
Ghel sailed with a reef down in
a wind which admirably suited her and it was bad luck in meeting an outgoing steamer and having the worst of the argument which pro- bably caused her to take second place to Joan by 23 seconds on cor- rected time. Thecla scored third, while Meesing, last week's winner,. found the weather too strong for her liking. None of the One Designs in this mixed class found the weather suitable to them and failed to get a place in the first three.
A protest was entered soon after the race and at a subsequent sail ing committee meeting Daphne was disqualified under the port and starboard rule.

WATER POLO.
FINAL MATCH TO BE PLAYED TO-DAY.
There should be a large atten- dance at the final match in the Water Polo League, which is to be played off this evening between the V. R. C. and the Kowloon "A" teams, both of whom are at the top of the League table with an 'equal number of points. The match will undoubtedly be interesting, as at their previous meeting these two teams played a drawn game of one goal ench, neither team bay- ing suffered defeat in the Longue., A nominal charge will be made for admission.
The game is timed to commence at 5.30 p.m. sharp.
The winners will be presented with the Shield and medals at a smoking concert which will take place on Friday evening.

FRANCE'S FINANCES.
Paris, November 7. The Council of Ministers hus adopted M. Fainleve's financial plan, which the Government proposes to rush through parliament by 12th inst, the reason being that the Treasury Account with the Bank of France is nearly overdrawn, and a new agreement is necessary authorising advances of several milliards of franes to meet urgent Treasury liabilities.
The Sinking Fund contemplated by M. Painleve's financial pro- posals will be maintained by means of a Poll Tax on all French citizens over 21 years of age, of twenty francs a head, without exemptions; also an extraordinary levy on personal and real estate, with the
option of spreading payments over a period of years. Those paying within a year will benefit by a reduction of 25 per cent and those paying within three years by 15 per cent. It is expected that the Sinking Fund will secure redemption of 5,000,000,000 franes of the Internal Debt within fourteen years.
In M. Painleve's financial plan, it is estimated that the Poll Tax will yield 200,000,000 francs, annually and the extraordinary tax on income and property, 6,755,000,000 franes annually.
The resources of the Sinking Fund also include un annual con- tribution of 2,630,000,000 from the Badget and proceedings from the short term loan service. The short term debt may for the present be met by the Banque de Franec up to 8,585,000,000 franes by the lasue of extra banknotes. The Bill also, authorises the Banque to increase its advances to the Treasury from the present 32,000,000,000 to 34,500,000,000 francs.
The 1926 Budget will slow a total expenditure of approximately 32 milliards and revenue of 33% milliards, the latter not including: the proceeds of the Dawes Plan which will be earmarked for Inter- Allied debts and restoration of the devastated regions.
The proposed taxes on incomes and property consist of a sum equal to one and a half times the net annual income on house property, fifty per cent on the net annual income on business profits, and fifteen per cent per annum on the net income for fourteen years on French and foreign securities, without exempting government stock which at the present time is taxfres. Also a special graduated annual tax) of between three and five per cent on salaries and pensions exceeding 60,000 francs, eight per cent on a value above 50,000 francs on un- productive property such as furniture, jewels and works of art which is applicable to everyone habitually a resident of France.
The duration of the short term loan is not to exceed fifteen years. It may carry, a guarantee against loss ou exchange, or be a lottery loan.
The Sinking Fund administrators number fifteen and elude: the Governor of the Banque de France, President of the Court of Cassation, commercial and banking representatives, senators and deputies.
On behalf of the Left majority of the Finance Committee, M. Malvy and 31. Lamoureux submitted criticisms and proposals to M. Painleve, who expressed willingness to accept amendments, but re- fused to agree to total transformation of the proposals or consider the principles which the delegates. submitted.-Bruter.

THE UNREST IN SYRIA.
New York, November 7.
Reports of the buering of American Mission schools and churches
in the region south of Damascus, where the Druses have driven out the Armenian and Syrian Christians, have been received at the national headquarters of the Near East Relief Association.
Preparations are being made to evacuate at short notice ten thousand children in the orphanages in Syria, under the Near East Relief Association's protection.-Reuter.

DE PINEDO'S HOME-COMING.
Rome, November 7. Lt-Commander De Pinedo arrived and alighted in the Tiber this afternoon. He was triumphantly welcomed.
Three airships, and a hundred aeroplanes circled overhead. Quays, bridges and balconies were thronged with cheering crowds.
Signor Musseliai, who was surrounded by a crowd of official, military and naval representatives, embraced De Pinedo and invited him to enter a motor car. They drove through the midst of an enormous crowd cheering and throwing bouquets, to the' Chigi Palace. --Kruiter.

The ex-Shah hus addressed a statement to the Persian people attacking Riza Khan, who he accuses of working against the interests of the country. He declares that he exiled himself in order to avoid internal agitation and to show his disapproval of Riza Khan's illegal proceedings. He predicts that the coup d'etat will bring undeserved sufferings on the people and emphatically repudiates the legality of the Premier, Signer Mussolini, the Police made numerous raids in the the government's action.-Renter.

London, November 7. The Daily Herald's Brussels correspondent says that the arrested Communist, Palme Dutt was Editor of a London Labour publication,i and a member of the Communist Executive,
It is alleged that the incriminating documents emanated from Moscow and include appeals for a revolt, addressed to the British Army and Navy and native populations of the British Empire.- Reuter.
GERMANY AND THE ALLIES.

One of the first fraits of the Locarno Pact is that the Allies have approved the appointment of Baron von-Simmers, at present Ambassador to Madrid, as German Commissioner on the Inter Allied Rhinelan ligh Commission, which position has been vacant for many years Reuter.
THE RED HAND.
Helsingfora, November 7. Over thirty youthful Communists have been arrested in various places on a charge of seditious activities and unlawful relations with the Sovieta-Reuter.
Genoa, November 7.
In connection with the failure of the plot against the life of
Genoa district. Eight were arrested and thirty detained for judicial examination. Those arrested include Giovanni Ansaldo, Chief Editor of the Socialist newspaper Il Lavoro, whose offices are occupied by the Police, also Uliese Ducel, Chief of the Free Italy Association, which was recently dissolved as subversive; also a brother of General Capello.
Later. It is semi-officially denied that Ansaldo, Chief Editor of Il Levora was arrested.
General Capello, arrested on Thursday, has left Turin for Rome under escort-Reuter.
SOVIET MAGNIFICENCE.
London, November 7.
A function reminiscent of the Czarist regime was held at Soviet Headquarters in London, when M., Rakovsky, who goes from London to Paris as Ambassador, gave a reception to five hundred guests. Those invited included the Diplomatie Body, bankers, businessmen and Russian residents.
The apartments were brilliantly decorated with flowers, and the route to the reception hall carpeted with crimson cloth.--Reuter.
