THE FALLING FRANC.
1925
Now York, October, 24 After another break, the frane dropped to $4.10 per 100, which is the lowest point reached in the past twenty mentha, The decline is largely attributed to the report that, M. Caillaux is about to resign.
Pari, October 24,
According to the newspapers, yesterday's cablet meeting on the subject of the nuncial situation was extremely heated, and they declare that the Minister of Justice made a strong attack on M. Calllaux for not having yet produced a complete plan, M. Calilaux made a vigorous speech in hla own defence and refused to resign, except as the result of a vote by Parliament. Addressing M. Painleye, to la reported to have said: "I will leave with you, my dear Prime Minister."
In the beautiful grounds of Government House, with the Peak towering above, and the sun-kissed harbour speadout below, the annual fate, organised in connection with the Minister ing Children's League, in aid of local and Home charities, was hold on Saturday, afornoon and evoning. An energetic committee mado the arrangenients and it is to their credit that everything went off very smoothly. Mre. Harold Creasy is acting President and General: Secretary "of the League, and Lady Stuart Taylor, Hon. Treasurer, Mr. Dyer Balla acted an treasurer for the day. The foto was on a much bigger. scale than last year. Branches at Kowloon, Quarry Bay, and St. Stephen's girls were unable to have stalls, but they aro collect ing money in other ways.
Gaily bedecked with a multi- tude of flags, and, continually bel seiged by happy throngs of buy ers, the stalls did a roaring trade. The military stall displayed a large assortment of bags, dolls, ornaments and curios, and at the Adjoining naval stall embroidered work, dresses, knitted goods were bought by many. All kinds of fancy goods, hats, dolls, lamp shados, and table covers were te be obtained at the Peak stall. The majority of the goods at the St Paul's Girl's College stall were the handiwork of the girls, and found many ready buyers. The St. Paul's Girls' College plot was a dollar stall, and for the purchas. ing of a ticket a thousand pleas ing gifts were to be had. Touth pastes and other toilet necessities were to be seen at the Victoria stall Home-made cundies, were sold at the Relilios Girl's School.
and the Police stall did a splen Idid business. Mrs. Hickling pre- sided over a special parcels stalls, and assisted "the purchasers in wrapping up their wares. There wore many diverse attractions and they all found their quota of customers, The bran tub, and the lucky dip were emptied in a very shortspace oftime. The chute provided some fine fun for the kiddies, and the lucky wheel had prizes for the majority of new,
comers.
In expressing their gratitude to
His Excelloney the Governor, for again placing the ground at their disposal, the Hon, Sir Claud. Sevorn said a regrettable fact was that that would be the last occa-1 sion on which His Excellency would be present at these fune- tions, and, that was all the more reason why the last one should be the best.
i
The general opinion in the lobby la that a crisis is inevitable.
Later,
With reference to the newspaper reports of yesterday's Cabinet meeting, the Ministry of Finance, has taken the unusual step of issuing communique, wherein it is denied that M. Caillaux urged upon the Cabinet the necessity of a fresh inflation, or that any Minister urged
Caillaux to limit the scope of the speech he will make to-morrow.
The communique adds that M. Caillaux naturally will not refer to plans which have not as yet been fully discussed by the Cabinet. -Reuter.
GERMANY AND THE PACT,
Berlin, October: 24.
German It is anticipated that the ministers belonging to the National Party in the Cabinet will retire, in consequence of a resolu- tion by the Governing Board of the Party that the results of the Locarno negotiations are unacceptable.
میں
A Government majority for the ratification of the treaties la expected notwithstanding the defection. Although the decision of the Nationalist Party has caused considerable excitement, it is premature to speak of a Government crisis, as the final word is resting with to-morrow's decision of the German National Reichstag Party, Mean- while President Hindenburg, Dr. Luther and Dr. Streseman have can- celled their engagements and are remaining in the capital to negotiate with the Party leaders, with an aim to reaching a settlement,
Dr. Streseman speaking at an election meeting at Karlsruhe, vigorously repudiated the suggestion that the Powers represented at Locarno intended to form an anti-Russian bloc, and declared that Germany would have nothing to do with such a policy, since she laid: the greatest value on her old relations with Russia-Reuter.

The Mandates Commission to-day considered a long memoranduma submitted by the Dutch member Van Rees, on the question of whe- ther Article 22 of the covenant conflicts with the stipulations of the B. and C. mandates on the subject of the liquor traffic. The upshot of a considerable discussion was that the Commission, should follow the terms of the Article of the Covenant and watch the liquor traffic.
