London, October '18. The Times Washington correspondent telegraphs that the United States Government is prepared, if agreement upon concurrent action of most liberal kind cannot be secured among the Powers at the China Customs Conference, to net independently and immediately in the revision of its commercial treaty arrangements with China.

LLOYD'S SHIPPING RETURNS. Depression in the shipping, industry is clearly reflected in Lloyd'stions. Register of shipbuilding returns for the "quarter ended September 30, showing that 1,009,000 tons are in the course of construction in Great Britain and Ireland, a decrease of over 84,000 as compared with August 30, and about 459,000 as compared with twelve months ago, while work is suspended on 81,000 tons as compared with only 37,000 cn September 30, 1924.

The present totals are the lowest 'recorded since December, 1909 and 881,000 tons below the average tonnage building in the twelve months before the war.

Tonnage commenced during the quarter was 280,000 ns com- pared with 189,000 during the second quarter of 1925, but the ton- nuge launched during the quarter was 225,000, a decrease of 72,000 as compared with the previous quarter.

The total world tonnuge constructing is 2,206,000, a decrease of 162,000 as compared with the previous quarter, and of 1,239,000 as compared with the highest pre-war record.

There is a remarkable development, in motor tonnage, shown by the fact that the tonnage of vessels now building, in the world to be fitted with internal combustion engines 13 1,089,000 while the Tonnage of steam vessels constructing is only 1,090,000-Renier.
