ANNUAL LABOUR PARTY CONFERENCE.

...London, September 29. The annual conference of the Labour party just opened at Liverpool is the largest in the history of the movement. Over 1,000 delegates attended. The principal question was the proposal of the executive board: exclude communists from membership in the party, Saklatvala was present as a visitor.

Mr. C. J. Cramp was elected chairman on the motion of Mr. Rameny Macdonald. Mr. Cramp in a speech emphasised that labour's fundamental task was not to wage war against any class but to conquer the circumstances giving rise to class warfare that actually existed and to transform society by patient constructive work, without bloodshed or violonce, into a cooperative-commonwealth which would' put an end to the waste, cruelty, misery and suffering under the capitalist system. It was for the Conference to give the lle to the charge that the British labour movement was advancing along the path of armed revolution.

Mr. Cramp believed the policy of applying the methods of force to affairs in a highly developed cupitalist state was a hundred years behind the times and should be scrapped.

Mr. Will Thorne, member of Parliamnt,e pros onting the repor of the standing orders committee, announced that Mr. A. J Cook had withdrawn his nomination to the executive board. Dealing with the Executive Board's resolution declaring that no Communist should be a member of any section of any affiliated local labour party, and no known Communist should be elected a delegate to the Conference, Mr. Thorne alluded to the many Communist resolutions on the subject appearing the agenda and said that in view of the emphatic decision of previous conferences that no Communist should be eligible for membership in the Labour Party, or as a Labour candidate for Parliament, the Executive Board had decided to enforce the standing order and that when the general policy had been decided on it should not reappear in the agenda for three years, but the acceptance of the Executive Board's resolutions could be, discussed as a separate issue. If they adopted no resolution relating to Communist affiliation it would be in order. A motion to refer back to the standing orders committees the report in regard to Communish affiliation was defeated by 2,954,000 votes to 321,000.-Reuter.

THE FRENCH DEBT TO THE U.S.

Paris, September 20.

According to Zé Matin's Washington correspondent the American counter-proposals in regard to the French debt agree with the French demand that the commercial debt in connection with the stocks. bought from Klotz In 1919 should" be incorporated into the total political debt. This means that. France will not have to pay $107,000,000 in 1929 and the $20,000,000 she pays annually in interest will be reduced and merged into the future annual payments..

The Americans did not.object to the protection clause providing against France being crushed by too heavy annual payments. Finally the Americans consented to the reduction of the total of anpaid interest due-Router.

THE POWER OF MUSIC...

The overpowering influence of music was demonstrated in the" course of a recent Spanish attack at Morro Viejo, on the Malmus heights. It curiously affected the belligerents who were firing fiercely during the advance when a Spanish native regular began, to play the bagpipes. As the sound increased in volume and the notes were wafted afar the firing gradually died down in both camps until it eventually ceased. Shanghal, September 29. The non-arrival of messages to day indicates that the entire sys tem of 417 Chinese telegraph stations have suspended operations owing to the strike of their operators.

Strike Ended at Tsingtao. Peking, 'September. 29.-The Government has received a tele- gram stating that the telegraph strike at Tsingtao has ended. The Cabinet to-day discussed the strike but it is understood that it is left to Chiao Tung-pu to decide whether or not to accept the strikers terms. -Reuter.
