London, September 28, While Washington despatches are optimistic in regard to the prospect of the Franco-American debt settlement, Parle la doubtful and some papers even anticipate the failure of the negotiations. The despatches from French correspondents at Washington, however, speak of the new French proposals as possibly providing for initial annual payments of thirty instead of twenty-five million dollars, in creasing in a decade to a maximum of approximately a hundred million payable in fifty-two years instead of ninety. The Americans aro now. said to be ready to agree to maximum annuities of 120 million dollars M.
