AN EPIC OF THE SEA."

Honolulu, September 12. The vicissitudes of the American seaplane crew in their ten daya drift are described, in a long account issued by Commander Rodgers. He says they sailed before the wind about Affy miles a day. They cut the fabric of the lower wing and rigged up a foresail and constructed a little water stili by burning wood from the edges of the lower wings. By this means they obtained one and a half panteens of water in five hours distillation. They devised lee-boards to assist their crossing of the Kaual channel. The plane encountered a heavy rain squall on the eighth day and caught two gallons of water in fabric taken from the wings. They rigged up a wireless transmitter which failed to work although the receiving apparatus gave informa- tion of everything happening around.-Reuter's American Service.

INDIAN CONSTITUTION.

Simla, September 12. The Council of State discussed the Muddiman report, and re- jected by 29 votes to 10 an amendent which was substantially the same as that moved by Motilah Nehrus on September 8..

The amendment was to the effect that the constitution should be fundamentally changed, Motilah Nehrus urging that a conference representing all interests "should frame a scheme for the approval of the Legislature to be submitted to the British Parliament.

The Council of State by 29, votes to 7 carried the Government. resolution endorsing the conclusions of the majority report of the Muddiman committee., A proposal that the Government consider the minority report as soon as possible was rejected by 28 votes to seven. -Reuter.

Consi- dorable quantities are also pro- duced in Kiangsu, and compara- tively small quantities in Hupeh, Kwangsi, and Honan. The pro- ducts of Wantsal and Kwang- chans, Kiangsi province, Liuyang, Honan province, and of Chaoyang and Kityang, Kwang- tung province, are of bestqualities. Next of importance in quality are the products of Fukion, Szechwan, and Kiangsu province, states tho Chinear Económic Bulletin..

The principal foreign market for Chinese grass cloth is Korea with the centre at Seoul, consum- ing at least 70 per cent. of the total export. The second import-] ant foreign market is Hongkong, which, however, consumes only a small part of the import, the larger part being re-exported to Siam, Singapore, Straits, Dutch Indies, British India, Turkey, Persia, Egypt, Aden, Philippine Islands, and other destinations. "Jopan is the next important buyer, includ- ing Formoen as the" consuming centre. Grass cloth dealers in Seoul are principally Chineso. A co-operative store jointly, capita- lised by Japanese Koreans also doals in grass cloth, but so far, has not been in a position to compete with Chinese merchants. Koreans seldom directly import the goods from China Grass cloth sold on the Korean market is mainly of the cheap qualities. Hankow and Shanghai are the two principal markets of grass cloth in China.
