THE LEAGUE OF NATIONS ASSEMBLY.

Goneva, September 10. Mr. Chamberlain addressed the Assembly on the subject of the measures taken in Council to carry out the decisions of the Assembly. He paid tribute to the great influence of the League of Nations and referred to the spirit animating Britain, adding that though there were differences of opinion regarding the best means of attaining those aims, there was no difference in what those alms are.

He emphasised that though punishment might be necessary, as a fundamental principle it was not to punish the aggressor but, to pre- vent the commission of the offence. He declared that Britain held that that principle seemed to have been lost sight of in framing last years's protocol.

Mr. Chamberlain was pale" and "evidently moved by the applause greeting his peroration, in which he said that if by attempting less than last year's Assembly did as regards the protocol they eventually achieved more, they were acting in the same spirit as the original covenant framers, "We do not seek fresh alliances, directed against anyone. Our sole desire is the peace of the world, and we hope our work along those lines"will meet with the sympathy and support of the League."-Router.

Peking, September 10.It is un- derstood that a Judicial Commission of enquiry into the Shanghal incident has been decided upon. It will consist of British, Japanese and American judges. Efforts will continue to be made to induce China to nominato a judge to participate, but in any case the Commission will carry out its investigations.
