THE SHIPPING STRIKE,
Durban, August 28.

The New York World says that M, Caillaux and Mr. Churchill are wholly mistaken if they think the debt problem can be advanced. by diplomatic" cleverness. Absolute frankness and simplicity will do more for France in the coming negotiations than far too clover wizardry.
The New York Times says that some detect a subtle plot to put America wrong in the eyes of Europeans as à more hard hearted creditor than England. This will not sway our government in its Aixed policy.

Sitting till one in the morning, the International Socialist Con- gress unanimously condemned the Communist. Internationale which is encouraging revolution in Asia and Africa, calling on the Socialist party. to combat any policy against Russia and demanding the establishment of diplomatic and economic relations with Soviet Russia. It urged the socialist states comprised in the Soviet Union to democratize their regimes and to restore political liberty. It concluded exhorting all sections of the socialists to strike for the self-determination of oppressed peoples in Asia and Africa and the abolition of every kind of terrorism.-Reuter,

FRENCH NAVAL MUTINY,
Toulon, August 28. Simultaneously with the mutiny on the Courbet there was an attempt at revolt on the battleship Paris. Twenty sailors refused their meals when the Paris was on the point of leaving Algeria for the Atlantic, The Captain immediately pacified the malcontents. The enquiry resulted in the arrest of four, of whom three were ex calpated. The fourth was a recruit with ten months service. He was tried by court martial at Toulon and sentenced to three years impri- sonment, dismissal from the service and the payment of the cunta.-- Reuter.
