The yearly report of the International Labour Office says that except for the small states, the only sovereign states not yet in the international labour organisation are "the United States, Mexico, Turkey, Egypt and Russia, but the labour office has been able to establish relations with them.
Dealing with the Russian and American refugees it estimates the Russian refugees at 1,500,000 and, Armenians at 320,000. The work of distributing the refugees has hardly begun yet but it is hoped that the problem will be solved by vigorous and sustained adminis- 'trative action.-Reuter.
