When M. Herriot faced the Senate, M. Martel, as one what the Premier attacked yesterday, answered M. Herriot's claim thar he only followed his predecersors by pointing out that the Banque de France had not exceeded its legal limit of note issue before 1925. He declared that the supporters of the Government, namely: the Socialists, were responsible for the lack of confidence resulting in the fall of State secusties, the public's refusal to invest in. Government loans and the light of capital abroad. The Government. had resorted to expedients to replenish the Treasury and had. swallowed the margin in note circulation which previous Governments had utilised for discount operations. M. Herriot's reply concluded with an impassioned peroration: "To-day it is necessary to find means. for relieving the country's stress. The time for honeyed words is past. Judge me, but admit that I sought to do my duty."

The incompatibility of temper between the Chamber and the Senate renders the formation of a durable Cabinet, most difficult....

Premiers mentioned include M The names. of possible new Painleve, Demonzie, Loucheur, Clementel, Briand and Steeg, will endeavour to Governor of Algeria, while the Left return M.Herriot to power. On the other hand the formation of a Coalition of Republican parties ia suggested, though its success is improbable. Behind the various combinations looms the prospect af" dissolution. This will be welcomed by the Opposition, which now; having a leader in the person of M. Millerand, reckons on turning the tables at the next elections. The indications point to the crisis being protracted possibly lasting beyond the municipal elections! : throughout the country and giving those elections a special politicat significance.

M. Doumengue successively received the Presidents of the Senate and Chamber in quest of a new Premier, though a decision is not. expected before to-morrow. A former Minister, Cheron, has enha mitted a scheme for the formation of a Republican Coalition, which.... however, does not seem likely to succeed. On the other hand, the Left are endeavouring to secure a reconstructed Radical Ministars possibly under the premiership of M. Painleve, which is assured of. a majority in the Chamber, though it is bound to meet with opposition. in the Senate-Reuter.

As far as British opinion concerning the fall of M. Harriot has been expressed up to the present, it appears to be generally felt things. France's present plight is the direct outcome of long and continued? failure to face the Anancial situation squarely and impose the necessary taxation. It is pointed out that the methods of the Bank- of France have been exposed as irregular, and unless its actions. are swiftly legalized, irretrievable harm will be inflicted on French credit: It is asserted that the disclosure that the Poincare Govern-- ment inflated behind the scenes while pretending that Germany woulda supply adequate reparations, and the counter allegation that M.x. Herriot assented to the same hoodwinking policy, show the folly of France's post-war policy. The difficulty confronting any successor": to M. Herriot is that be' cannot succeed in averting the serious. position unless he introduces an unpopular measure. Apparently. the idea of a capital levy in a disguised form has been virtually scrapped by the Chamber's Finance Committee. but taxation in one, form or another must be increased. The Tea says that tax- #AREFUL evasion, export of capital and hoarding have to be regarded as unpatriotic acts. Something of the French wartime spirit of sacrifice is required to avoid financial disaster. The Morning Post is of the opinion that appearances point to a series of short-lived Ministries, but hopes there will not be a break-in" foreign policy. but a continuance of Anglo-French relations.
