been educated in England, has had an extra- ordinary career. In 1915 he was arrested in Westminstor and was given two years' hard labour. The pspore discovered in Hamilton's flat revealed that he tho was in negotiation with Blamese Government to become their consular agent in Rome, and also that he had been at one time an agent for South American Republios in Tangler, but that he had been removed on representa tions from the French Govern- ment.
