It asserts that the Atlantic Flect does not possess suflicient scout cruisers, while air-craft and air- craft carriers are deemed impracticable in the rough seas during war. Modera speed has nullified the strategical value of the Panama Canal. The Pacific Fleet is insufficiently strong to defend American possessions in the Pacific, and the Atlantic Flect is unable to reach the Facilie in time to resist attack from an enemy air force.-Reuter.
