GERMANY AND THE LEAGUE.

Geneva, March.ii. Replying to Germany's; note, the League Council notes with satisfaction the decision to seek early admission and reassures Germany she will be on a footing of equality with other members. The Couifell points out that the essence of the League's constitution is equal rights and equal obligations, and this principle apples to Gerntany's reservation-ns regards non participation in punitive un- dertakings. The reply explains that the character and extent of any member's active co-operation in military measures in pursuance of the Covenant will vary with the military position of the member concerned, and recalls that the, Council recommends the quota of effectives to be contributed by the respective powers. Germany will able to say to what extent she will be able to comply with such recommendations, The Council explicitly declares that the reserva- tion whereby one member shall retain neutrality in connection with collective operations undertakim by the League against Covenant

compatible to membership.

The reply was read and approved by the League Council, with out discussion. After disposing of the remaining questions, the scenlon terminated. it was decided to refer the question of the Counell's competence to deal with the Greek appeal in connection with the expulsion of the Patriarch to a World Court for opinion in view of Turkey's contention that the mat.er is one of domestic concern. The report regarding the results of the second Opium Conference was approved and the Secretary General authorised to, take the necessary steps to securo adhesion to the convention inter alia of Afghanistan, Soviet Russla, Hedjaz, Mexico and the Soudan,. With reference of the League's right to investi- gate armaments of ex-enemy countries the Council passed a resolu- tion providing for the exercise of an investigation by the Counell. -Reuter.

M. Briand, interviewed by Figaro, congratulated the meeting of }the League of Nations Couneil on its achievements. He stated that despite the failure of the protocol the League became stronger thanks to the settlement of many difficult problems.

France was now awuiting the new British proposals concerning The protocol. Prance in proposing the obligatory arbitration of all conflicts became the champion for the essential idea of the League and the rallying point of all nations aspiring to peace. -lucas.
