CONSERVATIVES AND SAFEGUARDING INDUSTRIES.
London, February 4.
Industries many henceforth secure protection if they prove to the satisfaction of the Board of Trade that their industries are suffer- ing from unfair or abnormal ermpetition and also demonstrate that' their industries are managed effetently and economically. But the period of protection will be limited by a Finance Bill wherein such profection will be legalised. Moreover, no applications will be considered relating to food or drink.
Thla summaries a long white paper detailing the Government'a Safeguarding of Industries policy, which has had a mixed teception; at the hands of the Press. Conservative organs welcome "eminently reasonble" proposals which will satisfy all but the "most hidebound free-trader." An exceptiva is the Morning Post, which charges the the Government with safeguarding not only industries but pledges and compromises of the party, resulting in the likelihood that industries will suffer for conscience's suke. The Liberal papers, however, angrily denunce "tariffs by the backdoor," and accuse the, Government of a breach of their pledge by not embodying their pro- posals in a regular Parliamentary Bill-Router.
RAILWAY UNIONS RECEIVE SHOCK.
London, February 4.
A surprise move on the part. of the Companies with regard to the railwaymens' demands has astonished the unfons, which anti-i cipated a stiff fight when the proposals ultimately reached the National Wages Board. But they were not prepared for the Com- panies' counter-move.
Yesterday's meeting of the managers and representatives of the unions was a preliminary to the detailed examination of the two sets of proposals. The Companies now estimate that the demands of the unions will cost £30,000,000 as was originally estimated, whereas the wates their counterclaim is to the effect that the savings in bil will be nearly £5,000,000 annually. The counterclaim. in effect, would cancel the 1920 agreement, which guaranteed the railwayinen a minimum of 100 per cent, over the wages of 1914.
No immediate crisis is anticipated, as the companies' move in regarded as a tactical one, in view of the consideration of the Wages Board.--Reuter,
JAPANESE FLEET IN CANADA.
Vancouver, February 4.
The Government gave a banquet to the Admiral and officers of the Japanese Naval Squadron, which is visiting here, when the Chief Justice (Hon. Mr. J. A. Macdonald), acting-Lieutenant Governor of British Columbia, in proposing the toast to the guests, said they were grateful to the Japanese Government for the friendly attitude always taken in questions affecting the mutual interests of Japan and the British Empire.
The Premier (Hon. Mr. John Oliver), declared that the Anglo- Japanese Treaty had been a potent force for the maintenance of the peace of the world. -Beuter'a American Service.
THE HUKUANG BONDS.
London, February 4. Apropos the Hukuang bonds mentioned yesterday, Mr. Chen Wei-cheng writes to the Times, stating that the delay is not due to differences between the Government and agents, but between the agents themselves. The Times City Editor says the explanation vindicates the Chinese Government, but increases the impatience of bondholders, who fail to understand why they should bo the victims of discrimination. It points out that bonds other than German issues of Chinese loans, remain unpaid, namely, Tientsin- Pukow Loan. 1908, and Tientsin-Pukow Supplementary Loan.---Renter.
DEATH OF JAPANESE MINISTER.

M. Sennosuke Yokuta, Minister of Justice, the mainstay of the Seiyukai died from pneun nia this evening. His death is regarded as a sellous loss to political circles, where he was always considered. a possible Premier--Reuter.
