Paris, Dec. 30. Interviewed by a representative of the New York Herald, M. Clementel declared thint the feeling aroused in America with regard to the question of France's debts was due to. the action of France's. enemles in deliberately misinterpreting a part of his recent financial statement. wherein he said a section of French public opinion favoured the war debt's being pooled and paid proportionately to the wealth of the Allies.
