Clementel declared thint the feeling aroused in America with regard to the question of France's debts was due to. the action of France's. enemles in deliberately misinterpreting a part of his recent financial statement. wherein he said a section of French public opinion favoured the war debt's being pooled and paid proportionately to the wealth of the Allies.
