Washington, Dec. 20. Under the resolution Introduced into Congress, by Mr. Britten the State Department would be called on to inform the House of Representatives what objection. any Foreign Government may have; to the proposed increase in elevation of turret guns on American battleships.

Mr. Beltten's Bill would authorise the building of four scout cruisers at a cost over $11,000,000 ench, one floating dry dock, costing $7,000,000, and would increase the limit of the cost of the neroplane from carriers Lexington and Saratoga, now being constructed $28,000,000 to $33,000,000.

The late Sir George was just 70 years of age. He had a long and distinguished carver in the Diplomatic Service. Burn at Copenhagen|| in 1854, he was the son of Sir Andrew Buchanan, the first baronet. He was educated at Wellington College and in 1876 became an attache and later served as a secretary at Ronie, Tokio, Vienna and || Berne. He was Charge d'Alaires at Darmstadt. Minister Plenipoten tiary at Sofin from 1903 to 1908. During the following two years he was Minister at the Hague and from 1910 to 1918, Ambassador to 1 Petrograd, receiving the freedom of the city of Moscow in 1916. retired From 1919 to 1921 he was Ambassador to Reme and then from the Diplomatic Service.

Sir George was married in 1885 to Lady Georgina Bathurst whe died in 1922. He is survived by one daughter.]

TRADE UNIONS AND RUSSIA.

London, Dec. 20.

The Trade Union Congress delegation to Russia, whose tele- graphed views created some surprise in England, have issued a pre- liminary statement on their tour following a very quiet arrival in London last night. The statement was signed by Mr. Purcell, the Chairman and Mr. Fred Bramley the secretary of the delegation.! As a result of investigations they conclude that conditions in Russin are enormously improved since 1920. Special reference was made to improvements in financial stability, development In industrial undertakings, housing, conditions and educational activity. Testi- mony was paid to the good organisation of the Soviet administrative departments and they assert that religious institutions pletely free to exercise their beliefs. Moral life in Russia is rapidly improving and it is declared that the forthcoming full report will fully justify the British Labour claim that Russla under Soviet ralei has earned a place among European Nations.-Reuter,

London, Dec. 20, An explanation of Col. Guinness's use of the word "anticipa- tion" yesterday is found in the Economic Conference resolution, whereunder, "in order to facilitate anticipation of work which otherwise would not be taken in hand for me years," the Imperial Government promised to make a grant towards approved Dominion loans raised for capital expenditure on public works.

Colonel Gulness added that many of these schemes would be put up by municipalities. "We can hardly expect to avoid considerable; delay in the production of the kind of scheme offering the anticipa-| tion which we need to justify the grant."-Reuter.

THE SINGAPORE BASE.

London, Dec. 20.

In an interview in the Sunday Times, Baron Hayashi ridiculed the the suggestions of any real feeling of antagonism between United States and Japan. He decared that relations were never more cordial and sternly rebuked the jingoos on both sides of thei Atlantic. He described the Singapore scheme as nothing more than sound commercial proposition for the British Empire, which was regarded in Japan as inevitable. He added that only the closest working friendship between Britain, America, Japan and other powers could maintain the era of peace, which was the present aim of Japanese policy-Reuter.

As a result of a midnight raid, Coastguards captured and towed into port the British schooner J. Duffy, with her crew of eight Britishers.

The announcement by Signor Mussolini, in the Chamber; of R new Electoral Bil, has come as a bolt from the 'blue, not only to the public generally but to his followers. It is believed the Bill will provide for one-member constituencies on the English parlia- mentary basis, instead of the electors voting for the party ticket, which, under the law in operation last April, ensured a 'grent Faschit majority. The new move is variously interpreted by the Premier's frituds and foes. The new elections are expected in March.-Reuter,
