U.S. NAVAL POLICY.

Washington, November 22.

Mr. Wilbur, Secretary to the Navy, in his annual report to Congress, states that he intends to request special appropriation for modernization of six of the older battleships of the American fleet, the Salon of which he deems essential in order to maintain the ratio of naval strength. Mr. Wilbur does not mention the programme of ten cruisers and sundry auxiliary craft which failed to secure passage in the final hours of the last session of Congress. It is understood he proposes to take up this in a special report to the sub-committee on naval appropriations. Mr. Wilbur says the approved policy of maintaining the fleet on the Pacific coast should be adhered to. predicts the completion of the programme of scrapping ships under the Washington agreement within the prescribed time, and draws attention to the need of a new Congressional policy concerning oil reserves in the event of the success of he Government's suits against the Tea-pot Dome leasen-Reuter's American Service.
