Accordingly. Feng Yu-hslang's troops quietly left Kupaikou and reached the suburbs of Peking last night. Early this morning the Peking garrison troops opened the gates to allow the entry of Feng'a men, who immediately cut all communications and took charge of the oficial departments and public utility services, after which the whole of Feng's eleventh division were stationed in the various quartere of the city, and surrounded the palace. They arrested the Minister of Finance, Wang Keb-ming, also General Li Yen-ching, Director of the Military Council attached to the Presidency.

Round Table Conference to be Called.

Feng Yu-hsiang's men also attempted to arrest the Ministers of Commerce and Communications, also General Tsao Jul, the President's brother and two other officials all of whom hitherto have not been discovered.

While most of the members of the Cabinet are not concerned in the plot, a group of prominent You'ng Chinese including the Minister of Education, Iluangfu, and Dr. C. T. Wang participated inside Peking and now are endeavouring actively to carry out the measures necessary to restore normal conditions as soon as possible. This group asserts that they are determined to bring hostilities to an end, after which they intend to call a round table conference, to which they will invite Chang Tao-lin, Sun Yat-sen and other leaders with the object of instituting a sound Government and reunifying China. They hint that a foreign loan will be necessary. Wang asserts that Chang Tso-lin is ready to comply with their wishes. Feng's Circular Telegram.

The palace is surrounded and the streets leading thereto held by Feng's men, but C. T. Wang asserts that it is not likely that Teno, Kun's life will be, éndangored.

Troops from Shantung are en route to Langfang between Peking and Tientsin with the object of preventing Wu Pel-fu's return, which 'shows the widespread character of the plot.

A circular telegram has been issued by Feng Yu-hslong and others aaying that it is shameful, and asking: "Is the army maintained. in order to promote internal strifé Instead of safeguarding the nation?
