Mr. Baldwin accuses the Socialist Government of forcing a rush election. Furthermore, the Government now realised the makeshift treaty, burriedly patched up with the Savicts under pressure of extremists, was indefensible. The address dwells on the uiter failure of the Government to deal with unem- ployment and the folly of abolishing the McKenna duties. Part two of the Safeguarding of Industries Act was an even greater folly, wreeking the hopes of rapid expansion of Imperiul, trade, which would be followed by adoption of proposals at the Imperial economic conference. It says the task of grappling with unemployment la a primary obligation. Conservatives are determined to safeguardi employment and the standard of living where these are imperilled by unfair foreign competition, by applying the principle of the Safe- guarding of Industries Act and analogous measures.. Without such provision, the carrying out of the Dawes plan would only prove disastrous to Britain.
