The majority of the members of the House of Commons have already gone to their constituencies where to-day the election battle boging in earnest. There are indientions that the Conservatives und Liberals will avold three cornered contests in a number of con-| stituencies by mutual concessions with approval of their lendora, Severni 'Conservative organs are openly advocating this.

Though the "die hard" organ is opposed to any cooperation, all party, headquarters are feverishly active. All profess. to be well prepared. The Liberals at present have only two hundred| candidates but they hope to put Into the field nearly as many as a year ago. Various party leaders are arranging to address big demonstrations all over the country. Nourly thirty women candidates are already in the field compared tp thirty three at last ́election. This number includes eight Conservatives and seventeen

Labourites.

The Labour party is optimistle of returning with increased strength. Unjonists are confident that they will recover many 'sexts| lost on the protection Issue and some are even prophesying that they will obtain a clear majority.

The crisis has only slightly affected the stockmarkets where the removal. of uncertainty is wolcamed.--Reuter.

RUSSO-JAPANESE NEGOTIATIONS,

Moscow, Oct. 10,

M. Karakhan,-Soviet-Ambassador-at-Peking-in-an-interview. declared the Russo-Japanese negotiations had entered their final atage. The principal questions in connection with the Tsarist debt had been practically settled. The two countries had agreed to postpone the settlement of the Novo-Nikolaievsk ineldent, and would -conclude a treaty providing for the examination for all public and private claims at a future conference. The question of the cyneun- tion of Saghalien had raised no difeulties. The only danger was j that Japan might prolong pourparlers into the winter, and thus have a pretext of postponing evacuation.

The Soviet Government were prepared to place at the disposal of Japan, forty per cent of the oil hearing, ter- ritory of Saghalien for concessions. The outcome of the conference; at present depended on Japan's commercial claims-Router.

THE CHINESE EASTERN RAILWAY.

Peking, Oct. 10. Reuter learns authoritatively that the Japanese Government knew nothing about the Soviet-Mukden agreement until after it was signed, its terms coming as a complete surprise. While no off-f cial statement on the matter can yet be made, the Japanese consider the Soviet coup-de-maln in regard to the Chinese Eastern Railway introduces un entirely new situation, giving the Russians complete control of the commercial affairs of the rallway, and the whole! situation requires most careful consideration on the part of Japan. Incidentally the agreement seems seriously to have shaken the Chinese Government's confidence in the Soviet Ambassador, while Chang Tso-lin's part therein is an unwelcome surprise to the Japanese-Reuter,

CHINA OUT OF HER DEPTH.

An article in the Finnueial News takes an optimistic view of the commercial and industrial progress of China, but concludes. that China is out of her death. For, thirteen years she has been ex- perimenting with a form of government entirely foreign to her naturo and the history of the people, bas shown clearly that, without as- sistance China may rapidly sink into decadence and become an international menuce, while with sound guidance, and strong but fair control by the Powers, China and her people could be developed into a factor making for the permanent prace of the world.-Reuter,
