Ominous clouds are gathering in the political sky. The papers are forecasting general elections in the near future us 20 result of the Intest developments. There is much talk of the possibility of the Government resigning next week if the vote of censure, tabled by the Conservatives yesterday in connection with the Campbell case, is carried with the help of Liberals, who are advised by Mr. Asquith. to support the motion if "reasonable." The greatest danger to the continued existener of the Government, however, arises from the action of the Liberal party tabling the matin for the rejection of the Russian treaty owing to the guaranteed loan proposal.

It is still possible, though unlikely, the Goyɩ inment will modify its policy in regard to the treaty in order to cone`late the Liberals, but the rejection of the treaty early in November, if the Government survive till then, is now considered by most people to be a foregone conclusion, and it is difflalt to see how an appeal to the country is avoilable in the event of its rejection.
