GREAT FLOOD IN RUSSIA.
Leningrad, Sept. 25. Hitherto nineteen deaths are recorded in the floods caused by the rise of the Neva which are the most disastrous since the great floods of 1824. Serious damage has been done to factories, the electricity station, the central aqueduct, telegraph office zoological gardens, the university, the customs house and theatres.
The death roll is comparatively small owing to people having been warned and taking timely refuga in the upper storeys of their houses.
Troops, firemen and the students corps are participating in salvago work. The electricity, telephone and telegraph services have been restored and a partial tramway service is running. The rail- way service la normal, Free food kitchens for children have been openedRenter.

[The Neva is a river about 40 miles long dowing from Lake Lagoda to the Bay of Cronstadt, in the Gulf of Finland, passing through Leningrad. It carries to the seu an enormous volume of water. Its width varies from 4,000 feet to 180, and in places the navigation is embarrased by reefs and rapids. It is frozen on an average from the end of November to the middle of April.]
PROHIBITION AND PREFERENCE.
New York, Sept. 25.
The Neptune Association, consisting of American deck officers, has filed a the suit in the Federal District Court, which will be heard on September 80th, to test the constitutionality of the Anglo-American liquor Treaty and Mr. Weeks' injunction, and to prevent the Canard Line from bringing liquor within the United States jurisdiction. The ault requests the Court to compel the seizure of all liquor aboard British ships regardless of the Treaty, which is described as a violation of the Eighteenth Amendment and the Prohibition Act. The complaint alleges that in consequence of the Cunard ships being allowed to carry liquor, passengers prefer to travel thereby between America and Britain intend of on American vessels where prohibition is enforced and makes the operation of the American vessels uppre- Atable.-Reuter.
ANGLO-GERMAN COMMERCIAL TREATY,
London, Sept. 26.
Reuter learns authoritatively in London that the breakdown of the conversations at Berlin' is not regarded as final. The con- versations were of a preliminary character to enable the respective representatives to prepare a full report on the possibilities of draw- ing up a final Anglo-German commercial treaty. Neither sido had authority to pledge its Government to any particular course.
Mr. Fountain, the Assistant Secretary of the Board of Trade, proceeded to Berlin last Saturday merely to assist thỏ British Em- bassy. The conversations began on Monday and were not expected to last more than three days at the outalde.-Reuter.
THE FRENCH BUDGET BALANCED.
Paris, Sept. 24.
At a Cabinet meeting, the Finance Minister announced that the Budget for 1926 will be completely balanced and will comprise all permanent expenses of the State. These will be covered solely by taxes and normal resources of the Badget.---Haras.
THE CHINA WAR.
Peking, Sept. 25.
After a meeting of the Diplomatic Body, not including M. Karakhan, the following memoranduni was sent to the Walchiaopu and Chang Tso-lin this afternoon by Herr Oudendijk:- "The out- break of hostilities in China makes it probable that the commandera of the various military forces will make extensive use of aircraft in the conduct of their campaigns. The heads of the Legations in Peking, although resolved not to interfere in anywise in this re- -grettable conflict, nevertheless deem it necessary to point out to Your Excellency that they view with the gravest concern the use of this weapon against other objectives than the military forces in the field, fortified places, or naval units.
"Dropping bombs from aeroplanos on unde fonded towns is not only an act of wanton destruction but a crime against the peaceful population. It is a well known fuef that aceurney in dropping bambs is practically unattainable and that any attempt to hit a given building must inevitably involve the greatest risk for all buildings and residents in the immediate neighbourhood of the objective,
