Shanghai, Sept. 11. Indications seem to-day to be that the scene of the fighting abifting westward to Taihu Lake and south to the rallway where the Kiangsu forces are making a desperate attempt to check the advance of Cheklang and the capture of Yihing, where it is conceivably pos- Bible to drive across the lake or northward and cut the railway lines, cutting of the whole Kinngau fores.

Speaking in the Third Committee of the Assembly on armament reduction, Lord Parmoor, sald that no scheme would be perfect as long as Germany was not a member of the League and subject to its obligations and benefits. When that time came, Britain would present a specifts proposal for consideration-Router.

The newspapers are most gratified at what they describe as the Anglo-French rapproachment at Geneva yesterday. They emphasise the importance of the cautious statement of Lord Parmoor that the question of sanctions required consideration as an accompaniment
to arbitration.
The Petit Journal says that it now appears that in case of war France will be exactly in the same position as in July 1924.
L'Ocuure points out that for the first time Lord Parmoor when using the word "sanction" did not qualify it by word "economic,"
Lo Matin says that if Britain is really determined to lend the nid of her formidable fleet to attacked countries, it will put France and Britain shoulder to shoulder.
Gaulois aays that Lord Parmoor'a declaration Is a valuable satis- faction to the French thesis, but that it cannot replace the mutual assistance treaty.---Router.

The Assembly has referred to the agenda committee n joint resolution in the name of the British, French and Belgian delegates, inviting this Council to watch attentively the events in Georgia and to seize the opportunity to enable the country to return to a state of pence, M. Boncour for France, on behalf of the three delegations said that in the face of bloodshed it seemed desirable for the Assembly to make a gesturo, against which no stato could take umbrage. THE MORROCAN SITUATION,

A most gloomy view of the Spanish position in Morocco is taken by the Manchester Guardian's Paris correspondent who says that there is now hardly any doubt that the Spanish defeat in the Rifl in irremediable. The Riffians are almost under walls of Totuan, Communications with Ceuta are cut and the Spanish expeditionary force of from 70 to 80 thousand are in a desperate plight, and barely able hold their own on a narrow strip of territory close to the sea. The town of Shoshuin with a Spanish garrison of ten thou- sand is completely cut off. General Primo De Rivera will probably attempt to organise a general withdrawal from all territories still occupied except Ceuta and Metilia-Reuter.
