The All-India Swaraj conference, presided over by Mr. Das, was poorly attended, only about half a dozen leaders, outside Bengal, being prevent. Madras and Punjab were entirely unrepresented. The Congress concluded after passing a resolution in favour of the establishment of a federation of Indian states. A private meeting of the party leaders was convoked to discuss a cominunication from Gandhi to Dehru proposing a settlement of the differences of the two wings of the Congress-Reuter.
