The Chairman said that, when he saw the Secretary for Chinese Affairs yesterday morning. the latter urged him to enlist the co- operation of the commercial unions. The 5. C. A. snid he understood the Canton Govern- ment had voted a sum of $10,000 for relief work.

On the proposal of Mr. Li Pu kwal, seconded by Mr. Li Yuu- chuen, it was unanimously decided that Hongkong should send relief. It was further decided to appro- priate a sum of $5,000 from the funds of the Hospital as a start, the amount to be Increased if considered necessary.

No Discrimination.

The question of adopting polley absolutely free from in- fluence of relationship and other selfisk considerations, in carry- ing out relief, then cume Op for discussion. Mr. Li Yau-chuen strongly emphasised the need of Frettingmen-of-uquestionable- integrity and sincerity to conduct the ministrations among the dis tressed, to see that none of the destitutes received excessive sup- plies whilst others were absolutely neglected. The relief workers should not confine their attention to people in places easy of access, but should explore remete parts

of flooded districts, as the harder a place was to get at, the more Berious would be the plight of the people. He could speak from ex- perience that cases had occurred! in which relief workers abused their confidence. The bond of clanship and other considerations sometimes influenced their conduct and discrimination followed. In this connection Mr. Li Yau-chuon suggested that the Tung Wah Hospital send a representative to the flood affected places to study the conditions, and, if possible, to supervise, the work.

The Chairman said it would be hard to get a man willing to go, on account of the dangers of | travelling. Nothing short of a guarantee of safe conduct by the Hospital would perquade any man to go,

Mr. Li Yau-chuon said the Hos- pital should on no account consent "If the to such an obligation.

man is kidnapped and $100,000 is the ransont demanded, the Hos pital may have to sell some of its property to becure his release."' (Laughter)..

The working details of the rellef scheme will be decided at meet ings with representatives from the various commercial unions.
