CANADA'AND THE LAUSANNE TREATY.

Ottawa, June 10.

In the House of Commons, In a statement on the government's attitude toward the Lausunno Treaty, Premier. King contended that the British government's procedure in asking Canada to ratify the treaty imposing obligations upon her, when Canada was net Invited to participate in the negotiations and was not directly represented among the signatories, was a serious departure from the position of 'equality status' adopted ́nt Vergnition and elsewhere. He pointed out, however, that the ending of the war with Turkey by -His Majesty signing the peace treaty was binding on the wholo Empire Just as the declaration of war with Turkey was binding. He concluded that he believed an Imperial Parliament was, Impossible and an Imperial Council disruptive. He opined that any steps to make clearer their full rights of self government would conduce to the the security and permanency of their allied nationhood within Emplra.

The Premier said that legally and technfeally Canada would be bound by the ratification of the treaty but her maral obligations thereunder would be vastly different from those imposed by the Treaty of Versailles in view of the different manner of negotiations carried Mr. Melghen, leader of the Opposition, sharply criticised the government tacitly acquiescing in the course of the British govern- ment. ITALY'S NEW AFRICAN COLONY.

London; June 10.

A long standing diplomatic question between Great Britain und Haly in regard to the cession of territory in Africa which has caused some 3ttle friction has been virtually settled after a fort- night's negotiation between experts at a London conference, The matter in dispute concerned the cession of Jubaland, now part of The question Kenya, for incorporation Into Italian Somaliland. was bound up with conditions laid down by Italy when she joined the War alongside the Alles in 1916, the stipulation having then been made that if Great Britain and France as a result of the War acquired territory in Africa, Italy should receive compensation, particularly in north-eastern Africa. An agreement in regard to the 'ne of territory to be ceded was reached in 1920, but Great Briinin made an arrangement dependent on the Italo-Grock settle. ment of the future of the Dodecanese Islands in the Mediterranean, while the Italians made a counter claim. The British claim is now abandoned. The tract ceded has an area of 45,000 square miles,

OBITUARY

London, June 10, The death is announced of Sir Mortimer Durand, Router.

Sir Mortimer Durand was a famous soldier and writer on military matters. ile was born in 1850, the son of Major General Sir II. Durand. He entered the Bengal civil service in 1873. In. 1879 he was political secretary to Lord Roberts during the Kabal campaign. He was foreign secretary in India from 1884 to 1894. In 1893 he conducted the mission to the Ameer of Afganistan. He served also in the diplomatic service, as Minister at Teheran and Ambassador at Madrid, and from 1983 to 190% as Ambassador t Washington Among his literary accomplishments are his Life of Sir Henry Durand." 1883; "Nadir Shah," 1908; and "the 13th Hussars in the Great War," 1921.]

THE RAILWAY STRIKE.

London, June 10..

The railway strike situation is officially reported as still improv- ing, although 30 stations are still closed. Trains are operating on all lines. 1,500 more of the uniformed staff have returned to work. The difficulty-now-is-to-increase the output of the powerbeuses so as to increase the number of trains-running. Meanwhile, the strike headquarters claim that the strike is.extending. The Great Central Railway shopmen at Anerley, Nottingham, are now out and the shop- men of the powerhouse and the men of the London Underground are solid. The effect will be felt very shortly because repairs to rolling stock are piling up.-Reuter,

DEMPSEY'S POSSIBLE OPPONENT.

New York, June 10,

Despite the advantage of 28 pounds and a longer reach, Harry Wills, the negro heavy weight boxer who has been clamouring for a fight with Dempsey, was unable to do more than outpoint Bartley Madden in a fifteen round contest last night. Wills battered the white, man all over the ring but did not have suficient punch to knock him out. Madden fought pluckily and in several rounds gave the negro as good as he got. The spectators wildly cheered Madden at the end of the bout-Reuter's American Service.

THE FRENCH CRISIS.

Paris, June 10. The Loft groups have unanimously adopted a resolution, which will be submitted to the Chamber to-day, declaring that the "Chamber has resolved, not to enter into relations with the Ministry which by its composition is a negation of the rights of Parliament, and refuses the unconstitutional debate, to which it has been invited, and has decided to adjourn all discussion until the Government, con- siltuted in conformity with the country's sovereign will, presents itself before it."--Reuter. ;
