The Times says the Chinese Government's ruling that the Russian portion of the bonds of the Chinese 1913 Reorganisation Loan be exchanged for new bonds only, where the holders furnish a statement of the history of the bonds from 1017, hus placed holders in a very unfortunate position. The' rolling, if rigidly main tained, will mean that a number of bondholders will totally lose their investment. The Chinese Government's attitude certainly seems make AR to call for reconsideration. Meanwhile, it la understood, it is pro pused, that bondholders whose interests are jeopardised organised effort to obtain a modification of the conditions.-Reuters
