The Cabinet to-day decided to file a protest against the immigra rlon legislation on the ground that it was a violation of the Gentlo- men's Agreement as well as of the American-Japanese Treaty. It was Further decided to allow Mr. Hanihara to return home-Reuter's American Service.

The President's signature to the Immigration Bill has again avoked a storm of criticism not only against America, but against tho government's alleged diplomatic failure. Though the signature was generally considered inevitable in view of America's domestic political altuation, the news that it was done was regelved with the decpost disappointment.

The Jiji volees alarm as to the possible-grave consequences unless prudence and sincerity characterise the offorts of both nations' and promise ndjustment. it counsels Japan to have patience and to make ceaseless appeal to the Amerient conscience.". Other papers on the contrary declare that the lodging of a protest is a sheer waste of time. Thus, Nichi Nichi, while appreciating President Coolidge's efforts on behalf of Japan, asserts it la no use resorting to arguments but that it is time for Japan to do something and to act with firmest resolution if she thinks aho has any honour to protect:

The Japanese Government deeply regrets the enactment of the oxclusion provision of the Immigration Law, despite its frequent earnest representations since the Introduction of the Bill into the House of Representatives Inst December and despite "vigorous ro- peated endeavours of the president and Mr. Hughes to prevent the Inclusion of the discriminatory provision." So says Mntsul's official statement. It adds "The Japanese Government, remains unshaken In their opposition to discriminatory legislation against Japanese and has instructed its Ambassador in Washington to lodge'a solemn protest with the American Government on the matter."-Router.

FILIPINO INDEPENDENCE

An attempt may he made this session to secure affirmative action by either the Senate or the House of Representatives on' the Bill providing for future Philippine Independence. Two such Bills are pending, one being introduced by Senator Johnson granting indepen- dener within twenty-five years and the other has been drafted by Mr. Fairfield, fixing the time at twenty years. The Filipino Inde- pendence Mission, now here, has told Secretary Weeks that either Bill will be satisfactory-Revter's American Service.
