Mr. Grindell Matthews is returning to London for a further Interview with the Government agent--Rekter.

As announced in an earlier telegram Mr. Grindell Matthews Is the inventer of the "Death KY." which is reported- to kill persons, explode munition and dauble ал neroplana motor at a distance of several miles. A French company offered. to purchase the invention and a laboratory was placed at his dis- posal. Mr. Matthews' journey to France provoked an outery in the British Press against 'allowing possible valuable wurde Inven- ́tions to go abroad.1.

London May 23. Major General Sir Theodore Fraser, H.c... has been appointed to the Malag command in succession to Major General Sir R. 1. Charles.—Kanter.

I Major General Sir Theodore Fraser, born at Inverness on the 16th June, 1865, received a commission, in the Royal Engineers In 1886. He was promoted to Brovet Major in 1900 and made' Brevet Colonel during the war, attaining his present rank in 1919. He has seen much active service, and during the late war was men- tioned eight limbs în despatches and received seven decorations.|

Washington, May 20. Senator Pepper has submitted to the Senate a composite plan for adherence to the World Court, with reservations. The plan which has been referred to the Foreign Relations Committee provides for the modification of the Harding proposil se as to transfer the election of the judges from the League of Nations Courcil al Assembly to similar bodies appointed by the Court. BRITAIN'S AIRSHIP PROGRAMME.

A supplementary estimate ealis for £350,000 in connection with the Government's airship scheme. Of this £150,000 is for airships. and £200,000 as the initial provision in the programme for airship development extending over three years. The total expenditure for the three years is provisionally estimated not exceed £1,359,000' gross and £1,200,000 net.-Reuter.

OBITUARY

Moscow, May 23.

The death is announced of M. Nogih, the president of the Textile syndicate and a member of the Soviet executive. He played lending part is the revolutionary movement during the past Thirty years and spent several years in prison and exile.-Renter.
