PIRACY OUTRAGE.
The Tai Lee" Again Attacked.

THREE

DEAD.
The story of another daring piratical attack, and ono which a pirate gang attempted to operate from shore as well as on board ship, comes to light this morning by the return to Hongkong of the .8. Tai Lou and the s.s. San Ning from Kongmoon. The vossels wore coming down to Hongkong in convoy when pirates on shore Kave signals to pirates on board the Tai Lee. There was much shooting, seven passengers and crew of the Tai Loo being wounded: and one woman on board the San Ning being killed. The pirates failed in their attempt to seize the Tai Loo, and, robbing some of the passengers, jumped overboard and swam ashore, at least three of them being killed as they were trying to escape,

INTER ALLIED DEBTS INVOLVED,
(Reuter's Service.)
Paris, April 11. The Roperations Commission has decided that the exporta reports provide a practical basis for a spondy solution of the repar- ations problem, consequently it is propared to proceed immediately, within the limits of its functions, to approve their conclusions and fadopt thoir methods, but foola compelled to rosarye its approval,un“ til the Government of the Roich be raady to ensure its co-operation in the scheme.

Paris, April 11.. -
As the ocho of the general applause for the experts' report dies, The difficulty of securing unanimity of the various Governments with regard to the application of the experts' plan is boooming increasingly apparent.
The French Government is officially allont, but the Inspired Pross indicates that the Ruhr will be Franos's trump card in the forthcoming Inter-Allied negotiations. France will consent to scout- emic evacuation of the Ruhr oh condition that France's allios promise to join France in imposing sanctions in the event of Gog many's failure to carry out the plan, and partial if hot total cancel, lation of inter-Allied debts, at least France's debt to Britain.
Undoubtedly Franco will insist on more effootive guarantees than the experts propose. The interpretation of the text of the ox perts' report is also likely to be disputed. For example the Govern mental Petit Purision affirms that the experts contemplate progres sive economic evacuation of the Ruhr, thus thio negotiations of the Governments are likely at the very least to be laborious, especially if a speedy decision, which the exports are understood to consider is essential to the success of thoir plan, is to be reached.
