RUSSZAN PRELATE RELEASED. .
Landon, March 2
It is announced that the Sociat authorities have decided to release and expel Archbishop Cieplak. E is believed that repre- sentations on the part of Premier Macdonald have influenced this decision. The proceedings against Patriarch Tikhon have been defnitaly abandon-d--Reuter,
[Archbishop Cieplák was arrested by the Soviet for resisting Its authority to sieae church properties in Russia. Together with Bishop Budkie iez he was condemned to death, but in consequence of the insistent protests against the sentence both in the House of Commons and from other directions, it was reduced to one of tex years. Poland took up the question diplomatically and Mr. T. P. O'Connor and Commander Kenworthy both telegraphed to the Soviet for mercy. Patriarch Tikhon was also charged and sentenced but as he recanted and admitted his active opposition to the Soviet, and recognized the justice of the decision of the Supreme Court making him responsible for anti-Soviet agitation, he was released condition that he made his residence at the Donskoy monastry to which he retired.]
GERMAN REPARATIONS. PROBLEM
London, March 24. The situation arising out of the differences between the repara- tion experts, on the subject of which the British representatives have returned to report to Premier Macdonald, are described here as extremely difficult if not critical. It is understood that the British are of the opinion that Germany should have a real moratorium whereas the French and Belgians insist on substantial deliveries in kind and the defrayal of occupation costs during the proposed moratorium. They contend that if Germany is unable to finance such deliveries they should be financed out of an International loan which would mean indirect British financial assistance to countries already heavily indebted to us. Germany's capacity to pay after two or three years moratorium has also been protractedly discussed. Annuities ranging from a hundred to two hundred and twenty-five millions sterling have been suggested.-Reuter.
