Landon, rch 22 London's vast network of street passenger transport is pract!- cally paralysed by the strike of forty thousand workers, operating nearly two thousand tram cars and four thousand omaibuses, normally carrying five millions people daily, which was begun at midnight.. The men did not show great enthusiasm but unhesitatingly obeyed their leaders' orders. The only hope of settlement Hes in an official court enquiry on the wages dispute that is opening this morning, presided over by Sir Arthur Colefax, K.C. Fortunately the under ground railwaymen have hitherto refused to participate in the strike. The strike now involving 21,000 basmen and 17,000 tramway men originated over the question of wages, a demand for an increase of eight shillings weekly being made. The employers, who include London County Council and other mualéipalities and tramway under- takings in the Metropolitan area plead that the state of tramway's 21 wages Ansaces, which has been unsatisfactory for years, forbids increase. The Transport Workers' Union previously refused arbitra- tion and only agreed to be represented on the Court of Enquiry an condition that it be not bound by the Court's decision. The Union declares that the employers in the past resisted arbitration and refused to accept the findings of the Court Enquiry in 1921. The pre sent claim, which is said to be a minimum. will cost £353,000 yearly. The employers allege that the Union has broken its National wage agreement by not giving a three months' notice to terminate existing arrangements.

The strike committee of the Transport Workers' Union sat throughout the night and reported this morning that the stoppage of bases and tramways was complete. This was evident in the streets where an occasional "pirate" bus was seen, despite the close picketing of "pirate" garages. The suggestion that the tramways endeavour to run a son-unionist skeleton service is countered by a threat by the Electrical Trades Union to cut off power, which would also extinguish the lights of London. The tubes are usually crowded with City Workers this morning. Charabanes are also utilised, but it is under- stood that the underground railway men are anxious to join the busmen in their sympathetic action on behalf of the tramway mer. Presiden: Cosgrave has telegraphed to Premier Macdonald say ing that he was shocked to learn that British troops had been fired on, and assuring him that this cowardly crime will arouse the same. horror and detestation throughout Ireland as it caused to himse!! and his colleagues. No efforts will be spared to bring the criminals can rely to account. He says also that relatives of the victims upon the sympathy and justice of his Government.

Whether or not the men, who shot British soldiers were criminals masquerading in Free State uniforms, has yet to be determined.

Fuller details of the outrage, show that a large high-powered motor car containing four men. disguised as Free State officers, drove to the pier head at seven in the evening, and without warning opened Ere with machine-gas on a party of about fifty people, mostly British Jaunch, a Spike Island military soldiers just landed from centreing their attention on the soldiers. The uninjured, men im- mediately scattered. Some of the soldiers helped their wounded comrades back to the launch, which returned immediately to Spike Island. The second of the British soldiers wounded at Queenstown has succumbed, The War Office announces that one officer was seriously wounded and seven men dangerously, six seriously and three slightly. In an article endorsing the Government's Singapore decision Mr. Garvin in the Observer expresses the hope that Australia and New Zealand will realise that the project is not absolutely abandoned. but postponed. in order to strengthen the Prime Minister's efforts to bring about a definite degree of general disarmament, but if nö reciprocity is secured, the strengthening of Singapore will be unavoidable. He stresses the fact that Japanese development is still in the military expansionist phase, while Singapore is strategically the throttle- vaise of the whole English speaking world, the capture of which by Japan would make impossible effective Anglo-American co-opera- tion in the Far East. In the event of a conflict between Japan and the white races, which all sane men profoundly pray will never arise, Japan would have an excellent chance of establishing her sovereignty over China and all the East Indies-Reuler.
