London, March 4. The House of Commons agreed to vpis £103,000 for the Nauru phosphate undertaking. A discussion followed, wherein the Liberal Mr. Black, drew attention to the conditions' of Chinese labourers in the islands, and the terms of the agreement whereunder they were brought from China.
He said they had to sign two agreements, one before leaving Chins, when the week's work was given as 52 hours, and the other on arrival at the Island, when the hours stipulated were. 57. The rate of pay was not stated in the copy of the agreement supplied to bim Further. no reasonable provision was made whereby the labourers could take their wives with them.
Mr. Thomas, replying, said he could not accept any strictures against Australia, but the statements would be communicated to the Australian Government. He stated that provision was made for wives, but the Chinamen, for their own reasons, did not desire bring them. (Loud laughter).—Reuter.

The Commissioner of Immigration has notified the steamship companies that beginning on the 5th install aliens arriving second- class must go to Ellis Island, instead of landing at the piers, as hitherto.
