THE ALLEGED SECRET TREATY.
London, Feb. 7. Reuter learns that Mr. Ramsay Macdonald learned of the alleged Lloyd George interview yesterday, half an hour after he had received a report from Paris with which he was most pleased because it showed how well things had gone since the Labour Government came into office. On inquiry Mr. Macdonald learned that the French Ambassador called at the Foreign Office on Jan. 8, and the Foreign Office carefully considered the hitherto secret documents for several days. As Lloyd George has not returned the documents, which were the Foreign Office's only copy, it is impossible say what they con- tained.
It is understood the incident is a great blow to M. Poincare, with whom the Labour Government has been getting on very well, and with whom, also, important arrangements had been made with regard to the Palatinate. Obriously M. Poincare might suppose the action was taken behind his back. Lord Crewe was instructed to call on M. Poincare this morning to explain the while situation.

Preliminary arrangements have been made for the issue in the near future in London and New York, under the auspices of in- fluential banking houses, of a large Japanese Governmen: loan to pro- vide for redemption of the £35,000,000 $67 bonds maturing in 1925, and to furnish a considerable balance of new money for earth- quake reconstruction purposes.
The newspapers point out that the Enger dated Japanese stocks at present stand at a price yielding about 6%, and a loan issued on the basis of about 6 will naturally be attractive to investors. Reuter.
