fact that at the present time there is over three-quarters of a million net tons of shipping lying dle in United Kingdom ports through lack remunerative employment.

months Are the total tonnage of laid-up. vessels was $23,600 tons. This decreased by January 1 of this year to 182.000 tons. and on April of the current year it was 546,000 tons, since when, it will

be noted, it has undergone a con-

siderable increase.

UNECONOMICAL SHIFS.

In all probability a substantial

| amount of this tonnage will never again he engaged in active work. for much of it consists of ships which are uneconomical when

| compared with the most moderá products of ar shipbuilding jards. Many of them would, before this. have been broken up had such an operation been "pro- fitable. On many of the vessels Hying up repairs are long overine, and shipowners are in a quandary as to whether their ships should be sent to the shipbreakers or be retained in case freights should

recover.

There is another factor in this connection. In the case of the

liner companies, owners realise that they must varry out their obligations, ever to the extent of maintaining scheduled sailings. when the volume of cargo offering and the rates obtainable for is do not economically justify them in: doing so. Were it not for the loyalty of shipowners to honour. their commitments, which are often made a longtime in advadze....... there would certainly be much- more tonnage laid up at present than is the case. With regfant za . the big passenger liner companies, they have been for years past assiduously cultivating a winter tourist traffic. In this they have. succeeded, and the result is that ships for which there was no N munerative employment durir the winter season would perf have bean included in the ranks of unemployed shipping.

POSITION OF OTHER NATIONE,

There is only one gratifying feature of the situation. The British toonage lyingup in United Kingdom ports forms consider- ably less percentage of the total wned under the Red Ensign than does the idle tonnage of other nations. While we have d about 5 per cent of our shipping r unemployed, and in the case of idle. France has ahut 35 per cent.

the United States no less than 60" per cent. of Shipping Board? tonnage alone is tasting away-in enforced idicnese |

It is interesting to note the 3. Further supervision
